Carlisle Borough Council will convene a Council Workshop Meeting on Wednesday, September 2, 2020 at 6:00 p.m.  This meeting shall be conducted both in-person and virtually using Zoom. Town Hall will be limited to 25 persons that wish to attend the meeting in person.  Those that are still practicing social distancing and would like to attend by way of Zoom, please email the Borough Secretary, Joyce Stone (jstone@carlislepa.org).  All emails must be received by Wednesday, September 2, 2020 by 4:00 pm for the Zoom sign-in registration information that is required to attend this meeting.

Persons requiring special accommodations should contact the Assistant Borough Manager at 717-240-6921, 48 hours prior to the public meeting.  Telecommunications device for the deaf (TTY) users may contact this number by using the Pennsylvania Relay System at 800-654-5894.

Prior to the Council meeting, Borough citizens may submit questions or comments by email to the Borough Secretary, Joyce Stone (jstone@carlislepa.org).  All emails must be received by 4:00 pm on September 2, 2020.

The Borough will also offer a livestream of the Workshop meeting via Facebook for interested parties. We encourage those participants who simply want to watch the meeting without participating in public comment to view it on Facebook, rather than calling into the Zoom meeting. The public comments on the Facebook stream will not be monitored during the Council Meeting.

Presentation
Smith, Elliot, Kearns, & Company will present the results of the Borough's annual audit for the fiscal year ending December 31, 2019.

Community Planning & Smart Growth
A. 
Land Development Update: Staff will provide an update on the plans for Lots 4 & 6 of the former IAC site. The development, named Northside Village, will be home to approximately 50 townhome dwelling units.

B. Small Cell Wireless Discussion. Staff will provide an update on a potential zoning ordinance amendment.  The amendment would allow for small cell wireless facilities in all zones and right of ways. 

C. Borough Council may approve an agreement with Cohen Law Group for cable franchise negotiation services.
A new option for telecommunication services has been presented to the Borough. This new option could increase the accessibility of telecommunications to residents and could result in more competitive pricing for services in the Borough. The Borough has previously used Cohen Law Group for cable franchise services.

D. Borough Council may approve updated guidelines for the Outside Agency Funding. 
The Borough of Carlisle has previously requested certain organizations submit requests for funding as part of the annual budget process. After reviewing applications and considering the Borough Manager’s recommendation, Borough Council approves funding when the budget is adopted. During the 2020 budget process, there was discussion on modifying the guidelines to ensure the process is open to the entire community and that applicants would use the funding to benefit the Carlisle Borough community. 
Proposed improvements to the process include:

  • Changing application format from a letter to specific guidelines (Community Beautification, Social Programs, Support of Community Activities, Education)
  • Promote the outside agency funding on the Borough's social media and website to attract more applicants

Employee Relations/Citizen Participation
The Chair of the newly-formed Climate Action Commission and an alternate on the Human Relations Commission will be appointed.

Public Safety
A. Towing Bid: 
Staff is requesting authorization to draft and advertise bids for towing services utilized by the Carlisle Police Department. The Department currently utilizes two companies for towing services, but one of the companies is no longer able to provide the service due to retirement.

B. Traffic Calming-Bedford & East Streets: In response to resident complaints about speeding in this area, Borough engineering staff have performed a preliminary review of current road conditions and potential engineering approaches to calm traffic.  In addition, the Carlisle Police Department has conducted traffic enforcement in this area. 
Potential calming measures discussed include: 
  • Speed reduction by eliminating a lane
  • Dedicated bicycle lane
  • Reverse angle parking
Much more analysis is needed before any of these measures would be implemented. Staff is seeking feedback and direction from Council on whether to pursue these measures. Outreach with the neighborhood residents and property owners would also need to occur. 

Public Works
A. Destination Carlisle Lampost Decoration:
Borough Council may consider granting permission to Destination Carlisle to decorate downtown lampposts with pumpkin wreaths and lights. The decorations would be on display during the month of October.

B. Pump Station #1 Repair Compensating Change Order: Borough Council may approve Compensating Change Order No.1 to adjust the estimated quantities included in the contract bid to equal the actual quantity of work completed on the Pump Station No.1 Force Main Repair and Ashburn Drive Sewer Replacement unit price contract increasing the total price by $6,606.53 to $189,304.53 

C. Wilson Street/Walnut Bottom Road Update: At the August Workshop Meeting, staff proposed a no parking area along the north side of Walnut Bottom Road east of the intersection to allow for better sight distance. At the meeting, Council asked why the radius of Wilson Street on the east side of the intersection was so large.  Council also asked staff to review the intersection and determine the cost to reduce the radius to a level that is similar to other Borough streets. Staff will present their findings and recommendations during the September workshop.
