Carlisle Borough Council will convene a Council Workshop Meeting on Wednesday, September 30, 2020 at 6:00 p.m.  This meeting shall be conducted both in-person and virtually using Zoom. Town Hall will be limited to 25 persons that wish to attend the meeting in person.  Those that are still practicing social distancing and would like to attend by way of Zoom, please email the Borough Secretary, Joyce Stone (jstone@carlislepa.org).  All emails must be received by Wednesday, September 30, 2020 by 4:00 pm for the Zoom sign-in registration information that is required to attend this meeting.

Persons requiring special accommodations should contact the Assistant Borough Manager at 717-240-6921, 48 hours prior to the public meeting.  Telecommunications device for the deaf (TTY) users may contact this number by using the Pennsylvania Relay System at 800-654-5894.

Prior to the Council meeting, Borough citizens may submit questions or comments by email to the Borough Secretary, Joyce Stone (jstone@carlislepa.org).  All emails must be received by 4:00 pm on September 30, 2020.

The Borough will also offer a livestream of the Workshop meeting via Facebook for interested parties. We encourage those participants who simply want to watch the meeting without participating in public comment to view it on Facebook, rather than calling into the Zoom meeting. The public comments on the Facebook stream will not be monitored during the Council Meeting.

III. Presentations
Applicants for the Borough's Outside Agency Funding will present their request to Borough Council.

V. Mayor's Report
B. Letters of Support: Council may approve sending letters of support to PUC & Chairs of the Public Utility Oversight Committees in House & Senate asking that PPL engage with its contractors to develop safety protocols to allow for the resumption of work supporting low-income citizens. 
After seven months, PPL has not reached out to its Low Income Usage Reduction Program (LIURP) contractors to engage in new safety protocols. PPL does not allow these contractors to offer in-home services to low-income residents. The LIURP providers are asking fro assistance in returning to work and helping low-income constituents save on their electric bills.

C. NLC Commitment: Council may retroactively approve a commitment statement made as part of the National League of Cities' Innovation Ecosystems Commitment Program.  This program asks city leaders to commit to creating the right policies, programs, and practices to ensure their communities can thrive in the global, innovation-driven economy. The areas the Borough will focus on include messaging and community engagement, downtown recovery, and commuter transportation.

VII. Economic Development
Dough & Arrows, a gourmet ice cream and edible cookie dough shop, are requesting a shopsteading loan to open a storefront in Carlisle at 105 North Haonver Street.
