Carlisle Borough Council will convene a Council Meeting on Thursday, January 13, 2022 at 7:00 PM. This meeting will be conducted in person at 53 West South Street, Carlisle and virtually using Zoom. Leaf Vacuum Purchase- Borough Council may approve the purchase of a vacuum leaf truck. With the purchase of this truck, staff is proposing a change to the current leaf collection, storage, and transport program to a more efficient method. With the leaf vacuum truck, most Borough residents will no longer have to bag their leaves. The equipment is able to pick up and completely mulch leaves and debris from curbsides, median strips, ditches, and other areas, then deposit that material into the truck's hopper. A single Borough staff member would be able to operate both the truck and the vacuum hose to collect leaves piles along the side of the street.
- How is the truck being paid for? In March of 2020, Borough staff submitted an application to the Pennsylvania DEP for a grant to help pay for the purchase of a leaf vacuum truck. We received a grant that covers 90 percent of the equipment cost ($219,212) and 100 percent of any administrative or legal fees to amend the Borough Code to allow for leaves to be placed curbside ($1,500). The Borough has a 10 percent local match requirement for the purchase ($24,524). The costs are included in the approved 2022 Public Works Department's budget and the funds for the match will come from the Borough's stormwater fund cash reserves.
