Attendance Details
Carlisle Borough Council will convene a Council Workshop Meeting on Wednesday, April 5, at 6:00 p.m. The meeting will be conducted in person at 53 West South Street. 

Zoom is also available and the meeting will be streamed to our Facebook page. Public Works: 
Staff will provide updates on some upcoming road improvements and safety enhancements.

Bedford Street & East Penn Street Intersection: Public Works and Water Resources Director Mark Malarich will provide an update on potential changes to the intersection at East Penn Street, North Bedford Street, and Kerrs Avenue. Dawood Engineering presented preliminary plans at the November 30, 2022 workshop meeting, which you can view below.

The proposed plan includes curb extensions at each corner, the relocation of crosswalks, and additional signage. This plan was also presented to residents in the area at a Town Hall Meeting earlier this year.

Noble Boulevard Potential Safety Enhancements: Staff will update Council on potential safety upgrades to Noble Boulevard. The area of Noble Boulevard between South Hanover and South Ridge Street is a candidate for road paving in 2023. Due to its large surface area, its location as a major pedestrian route, and the history of traffic accidents along the street, staff proposed safety enhancements at the February 1, 2023 workshop, which you can watch below.

The initial plan involved reducing paving width along the western portion of the road, changing road alignment, and adding a bicycle lane along the north side of the road. Since the February Workshop, staff has collected additional traffic counts, secured price quotes, and made adjustments to the proposed lane alignments. Mark Malarich will present those changes at the April Workshop Meeting.

Sustainability and Community Planning
Borough Council may approve an ordinance amending the Code of the Borough of Carlisle with respect to the keeping of chickens. 

Recommended changes include:
  • Removing the annual permit requirement from Borough Council and issuing a refund for permit renewals approved in 2022.
  • Reducing the 60-foot minimum separation between a coop and any adjacent residential structure to a 30-foot minimum separation from any adjacent residential structure containing a dwelling and removing the 5,000-square-foot minimum lot size.
  • Revising the standard for siting the coop and run. The new standard will be "No chicken coops or runs shall be permitted in the front yard of any lot. The chicken coop and shelter will be considered an accessory structure."
