Attendance Details
Carlisle Borough Council will convene a Council Workshop Meeting on Wednesday, May 3, at 6:00 p.m. The meeting will be conducted in person at 53 West South Street. 

Zoom is also available and the meeting will be streamed to our Facebook page. A public hearing will be held prior to the Workshop at 5:50 p.m. The hearing is to receive public comment on the Borough of Carlisle's proposed Program Year 2023 Community Development Block Grant Budget.

Public Works:
Staff will provide another update on potential safety enhancements to Noble Boulevard.

Background:
The area of Noble Boulevard between South Hanover and South Ridge Street is a candidate for road paving in 2023. Due to its large surface area, its location as a major pedestrian route, and the history of traffic accidents along the street, staff proposed safety enhancements at the February 1, 2023, Workshop meeting, which you can watch below:

The initial plan involved reducing paving width along the western portion of the road, changing road alignment, and adding a bicycle lane along the north side of the road. Staff then collected additional traffic counts, secured price quotes, adjusted the proposed lane alignments, and presented them at the April Council Workshop. Changes included transitioning the road's four lanes that make up the first 400 feet of Noble Boulevard west of South Hanover Street to four narrower lanes and one bike lane on the north portion of the road. The left lane would be a turning lane providing access to the Carlisle Commons shopping center near the Chick-Fil-A restaurant.
