Vision ZeroIn August 2023, Carlisle Borough Council passed a resolution in support of Vision Zero. Carlisle joins cities worldwide in the Vision Zero movement to eliminate traffic-related deaths and serious injuries and to increase safe, healthy, equitable mobility for all.

Vision Zero is a strategy to reduce traffic fatalities and severe injuries among ALL road users, whether walking, biking, riding scooters, driving, etc., to zero. The policy suggests that traffic deaths and serious injuries are not inevitable but preventable. Vision Zero recognizes that people will make mistakes, so roads and related policies and systems should be designed to prevent these mistakes from resulting in severe injuries or fatalities.

By adopting the resolution, we commit to the safety of our streets by implementing designs that consider road users in order of vulnerability, deploying quick and cost-effective measures to protect human health and lives on our roads as soon as possible, developing an Active Transportation Plan, and monitoring, tracking, and reporting the effectiveness of these measures.

An internal sub-committee has been formed by the Borough Manager to help carry out these initiatives. Vision Zero also aligns with our Strategic Plan, as we work to make Carlisle accessible and connected.

Active Transportation Plan

The Vision Zero resolution calls for an Active Transportation Plan to be developed by 2027. An Active Transportation Plan focuses on improvements to infrastructure to make non-motorized transportation (e.g., walking, cycling, rolling) safe, convenient, and accessible for all users.

In creating this plan, we will include input from cyclists, pedestrians, and multimodal street users. Public meetings are planned for the first half of 2026, offering opportunities for residents to help shape the future of non-motorized transportation in the Borough.
