Deborah Fulham-Winston

Deb Fulham-Winston was appointed to Council in February 2017 to serve a partial term. Ms. Fulham-Winston was elected to a four-year term in 2017. Ms. Fulham-Winston worked as a fundraiser and Development professional for community benefit organizations for over 30 years. Her employers included Dickinson College, the South Central AIDS Assistance Network, the HACC Foundation, the Penn State Dickinson School of Law, WITF, Inc., Planned Parenthood, the Elm Street Program/Downtown Carlisle Association, Hospice of Central PA, and The Foundation for Enhancing Communities. Ms. Fulham-Winston currently serves on the Board of Directors for the Carlisle Arts Learning Center and the Partnership for Better Health. In the past, she has also served on the boards of the Rotary Club of Carlisle-Sunrise, the Cumberland County Library System Foundation, the Central PA Chapter of the Association of Fundraising Professionals and the Bosler Memorial Library. Ms. Fulham-Winston earned a Bachelor’s degree in English from the College of the Holy Cross and her Master’s degree in American Studies from the University of East Anglia in England. Ms. Fulham-Winston currently serves as the chairperson of Council’s Public Works Committee and also serves as a co-chair of the Economic Development Committee. Her current term expires December 31, 2021.
