Sidewalk Inspection and Maintenance Program

Safe pedestrian-friendly neighborhoods are a priority for our walkable community. The Borough’s Sidewalk Inspection and Maintenance Program plays a key role in meeting this objective. Specifically, the program was developed to guarantee barrier-free public access throughout the community for pedestrians of all ages and varying physical limitations. The Borough’s program originated in 1985 and was modified by Council in 1997 to provide sidewalk inspection on a 10-year rotating basis. Zone 6 will be inspected in 2023. The Borough of Carlisle's Sidewalk Assistance Grant (SAG) Program is a financial assistance program offered to income-eligible homeowners to help defray a portion of the costs associated with the replacement of curbing and sidewalks.

Program guidelines include but are not limited to the following:

  • SAG recipients must own and reside in the dwelling where curb and sidewalk work is to be done.
  • SAG recipients must fall below the current year limits for low- or moderate-income based on the number of people in the family. The 2023 income limits are summarized below:

  • Grants of up to $3,000 or 100% of the project costs, whichever is less, may be made to low-income homeowners. Grants of up to $2,100 or 70% of project costs, whichever is less, may be made to moderate-income homeowners.
  • Funding is for the replacement of deficient curb and sidewalk only. Deficiencies which require patching only, relaying of brick or stone costing less than $300 fair market value, and surfacing of tree wells are not eligible for funding.
  • Contractors must be selected from a list which is pre-approved by the Redevelopment Authority of Cumberland County.
