The Borough's Comprehensive Plan, adopted in 2002, addresses various aspects of community-land use, transportation, housing, community services and utilities, natural resources, and historical resources with development objectives. Its purpose is to ensure that decisions about development regulations, public infrastructure, services, and programs are complementary.

The Comprehensive Plan received an update in March of 2019, following an issue-based approach focusing on six priority issues (Downtown, Traffic & Parking, Public Safety, Housing & Shelter, Bicycle & Pedestrian Mobility, and Resiliency). This update did not replace the 2002 land use maps.

In 2023, a zoning ordinance amendment was passed by Borough Council which rezoned the shuttered Frog, Switch & Manufacturing Company land tract at 600 East High Street from the General Industrial (I-1) Zoning District and General Commerical (C-3) to the Urban Mixed Use (UM) Zoning District. A resolution was also adopted to amend the Comprehensive Plan for the tract from "General Industrial, Residential, and General Commercial C-3" to "Urban Redevelopment."
