NOTICE IS HEREBY GIVEN by the Borough Council of the Borough of Carlisle, Cumberland County, Pennsylvania, of its intention to consider for adoption, and to vote upon enactment of, the ordinance set forth in full below at its regularly scheduled meeting to be held on Thursday, October 8, 2026 at 6:00 p.m. in the Town Hall, Borough Municipal Building, 53 West South Street, Carlisle, Pennsylvania, or at another public meeting at said location not less than 10 nor more than 30 days following publication of this notice. An Ordinance amending The Code of The Borough of Carlisle for the installation of one on-street handicapped parking space located at 55 West North Street. It is hereby enacted and ordained by the Borough Council of the Borough of Carlisle, Cumberland County, Pennsylvania, as follows: Section 1: Section 244-100 [Schedule XVIII: Special-Purpose Parking Zones] of Article XI [Schedules] of Chapter 244 [Vehicles and Traffic] of the Code of the Borough of Carlisle is hereby amended as follows: A. The following is hereby added by insertion in proper alphabetical sequence:

SECTION 2: In all other respects, Chapter 244 [Vehicles and Traffic] of the Code of the Borough of Carlisle shall remain as heretofore enacted, ordained and amended, which said Chapter, as amended, is hereby re-enacted in its entirety herein. SECTION 3: All ordinances or parts of ordinances inconsistent herewith are hereby repealed. Enacted and ordained on this 8th day of October 2026. The full text of the proposed ordinance may be examined at no charge at the Office of the Carlisle Borough Manager, 53 West South Street, Carlisle, Pennsylvania, during regular business hours and a copy of the ordinance may be obtained for a charge not greater than the cost thereof.

From Sunday, September 27th, 2026, through Friday, October 2^nd, 2026 (weather permitting), the Carlisle Borough Water Resources Department will conduct fire hydrant testing and flushing.  This work involves the routine testing, maintenance and inspection of Carlisle’s fire hydrant system, which helps maintain water quality and system reliability.

Hydrants will be flushed between the hours of 6 PM and 5 AM to keep disruption of the water system and traffic concerns to a minimum. The flushing is necessary to maintain high water quality in the distribution system and to test fire hydrants for proper function.  

During this time, water customers may experience a slight discoloration of their tap water, which should subside.  Should you experience discolored water, you can flush your service lateral by allowing your service to flow for a short duration of 5 to 10 minutes.  Although we hope to keep these occurrences to a minimum, they are unavoidable.

The Borough Council of the Borough of Carlisle, Cumberland County, Pennsylvania, 53 West South Street, Carlisle, PA 17013, will accept sealed proposals until 1:30 p.m., prevailing time, October 16, 2026, for the following:

 WATER & SEWER PLANT CHEMICAL PURCHASES

 All bid proposals shall be properly executed in ink without alterations and shall be complete. All bid proposals MUST be accompanied by a certified check or bid bond in the amount of ten percent (10%) of the bid. Specifications and bid forms may be obtained at no cost from the offices of the Borough of Carlisle at the address above from 8:00 a.m. to 4:00 p.m., Monday through Friday, except holidays. The successful bidder will be required to post a performance bond in the amount of ten percent (10%) of the bid price.

All bid questions must be submitted by October 9, 2026. Bid questions submitted after October 9, 2026, will not be answered.

 Bid proposals will be opened at 1:30 p.m. on October 16, 2026, at the offices of the Borough of Carlisle, at 53 West South Street, Carlisle, PA 17013. Unless all bids are rejected, the lowest responsible bidder may be selected at a public meeting of the Borough Council to be held November 12, 2026, at 6:00 p.m. at the offices of the Borough of Carlisle noted above.

 Borough Council reserves the right to reject any or all bids or parts thereof and to waive any defects or irregularities in the best interest of the Borough.
