In March 2017, the Borough of Carlisle hired Raftelis Financial Consultants, Inc. to help identify stormwater costs and estimate what the Borough needs to be spending to adequately fund the system. Raftelis was also tasked with recommending a funding strategy to pay for the Borough’s stormwater management needs.
After completing their evaluation, Raftelis recommended that the Borough create a stormwater utility, similar to our water and sewer utilities. This stormwater utility would include an assessment of fees for service. In late 2017, Borough Council authorized the creation of a stormwater utility.
In late summer 2018, Raftelis presented their proposed rate structure to residents, businesses, non-profits, and Borough Council. Their rate structure includes a three tier system for residential properties.
Single Family Residential
- Tier 1:
- $10.50 Per Quarter
- up to 1,800 square feet of impervious area
- Tier 2:
- $21.00 per quarter
- more than 1,800 and up to 3,600 square feet of impervious area
- Tier 3:
- $31.50 per quarter
- more than 3,600 square feet of impervious area
Non-Single Family Residential
- Based on measured impervious area
- $21 per quarter per 2,410 square feet or part thereof
At September’s Borough Council meeting, Council authorized the Borough solicitor to draft and advertise an ordinance establishing a stormwater utility fee. If approved, this fee would begin on July 1, 2019. At the November 8 Borough Council meeting, Borough Council unanimously approved the stormwater management ordinance, creating a stormwater utility and fee. The fee is expected to go into effect on July 1, 2019.
Chapter 220-7 of the Ordinance provides for a stormwater service charge and Chapter 220-11 of the Ordinance provides credits for property owners who effectively manage their stormwater to reduce its impacts on the Borough’s stormwater system. This Manual provides the Borough of Carlisle’s Stormwater Management Utility customers with details on the credits available to reduce their monthly Stormwater Management Service Charge. The Borough provides credits as a means for customers to reduce the amount of their monthly service charge by implementing an activity to reduce the contribution of stormwater and pollutants to the Borough’s Stormwater Management System.
