NOTICE OF PUBLIC HEARING – CDBG Substantial Amendment to PY 2014 Annual Action Plan

 

DATE:     September 2, 2021

Update: Due to severe weather in Central Pennsylvania on September 1, 2021, the Carlisle Borough Council Workshop Meeting was cancelled.  As a result, the Public Hearing for the CDBG Substantial Amendment to the PY 2014 Annual Action Plan will be held prior to the Borough Council Meeting on September 9, 2021.

The Borough of Carlisle will conduct a virtual and in-person Public Hearing at 6:45 p.m. before its Borough Council Meeting on September 9, 2021. The purpose of the Public Hearing is to receive public input concerning the proposed CDBG Substantial Amendment to the Borough’s Program Year (PY) 2014 CDBG Annual Action Plan. The purpose of the hearing is to discuss the use of CDBG funds that have been allocated to the Borough. The public comment period began on August 9, 2021, and will end on September 9, 2021. Borough Council will take final action on the CDBG proposed Substantial Amendment at its regularly-scheduled virtual and in-person Council Meeting on September 9, 2021, at 7:00 p.m. After adoption, the Substantial Amendment will be submitted to the U.S. Department of Housing & Urban Development.

A hard copy of the amendment is available for public review at the Borough of Carlisle Administration Building – 53 W. South St., Carlisle, PA; Bosler Memorial Library – 158 W. High St., Carlisle, PA; 1st Floor, Housing & Redevelopment Authorities of Cumberland County (HRACC) – 114 N. Hanover St., Carlisle, PA.

The Borough of Carlisle anticipates allocating CDBG funds in the amount of $36,275.51 to undertake the following new CDBG activity:

Rental Housing Rehabilitation Program - $36,275.51.  This program will provide financial assistance to residential rental property owners to address code violations.  The residential property owners will be required to rent the property to low/moderate income tenants for at least 7 years from the date the code violations are addressed.

For the virtual Borough Council Meeting, email Ms. Stone by no later than 4:00 p.m. on September 9, 2021. Persons with disabilities or non-English speakers wishing to receive special accommodation in order to participate in the public hearing on September 9, 2021, must notify Borough Secretary Joyce Stone by 4:00 p.m. on September 9, 2021, participate in the Borough Council meeting.
