Borough Receives Distinguished Budget Presentation Award for its 2021 Budget
The Borough of Carlisle is pleased to announce that its 2021 Annual Budget received the Distinguished Budget Presentation Award from the Government Finance Officers Association (GFOA).
According to GFOA, the Budget Presentation Award is “the highest form of recognition in governmental accounting and financial reporting, and its attainment represents a significant accomplishment.”
The award represents a significant achievement by the Borough of Carlisle, the Department of Finance, and Finance Director Richard Juday. It reflects the Borough’s commitment to meeting the highest principles of governmental budgeting. In order to receive the budget award, the Borough had to satisfy nationally recognized guidelines for effective budget presentation. These guidelines are designed to assess how well an entity’s budget serves as:
- a policy document
- a financial plan
- an operations guide
- a communications device
To receive the award, budget documents must be rated “proficient” in all four categories and in the fourteen mandatory criteria within those categories.
Borough Manager Susan Armstrong stated, “The Borough of Carlisle’s annual budget development is a process that typically takes four to five months of preparation before the document and recommendations are brought forward to Borough Council for consideration during the annual budget hearings. This award reflects the detailed review and proposals put forth by the Borough’s department heads and budget managers. A special note of thanks to Director of Finance Richard Juday and our finance team for their respective work in meeting GFOA’s best practices and program criteria that among others includes budget transparency.”
In addition to the Distinguished Budget Presentation Award, the Borough recently received an Unmodified Audit opinion on its 2020 Independent Audit. Unmodified is the highest and best opinion an audit report can receive. The auditors found no material weaknesses or significant deficiencies in internal controls.
Note: The Borough has received the GFOA Budget Presentation Award eight times.
