VACATE ALLEYWAYS
Carlisle Borough Council will hold a public hearing on October 13, 2022, at 6:45 p.m. for purposes of considering the petitions of Hidden Meadows of Carlisle, LLC to vacate portions of various unopened streets, alleyways, and unnamed and unopened alleyways within the Borough of Carlisle. The meeting will take place at Borough Hall, 53 West South Street.
The petitions seek to vacate the following portions of streets or alleyways:
A. The portion of I street from North West Street to an open alley between the lands of Hidden Meadows of Carlisle, LLC, Tax Parcel No. 06-18-1371-036 and property commonly known and numbered as 350 West I Street, as depicted on I Street Vacation Plat – Exhibit A;
B. The portion of Silk Alley extending from an unopened portion of I Street, along lands of Hidden Meadows of Carlisle, LLC to the corner of property commonly known and numbered as 1206 Factory Street, as depicted on Silk Alley Vacation Plat – Exhibit A;
C. The entire portion of an alleyway identified as unopened Alley 1 from H Street to the unopened portion of I Street, as depicted on Alley 1 Vacation Plat – Exhibit A;
D. The portion of College Street from H Street to an unopened portion of I Street, as depicted on College Street Vacation Plat – Exhibit A;
E. The portion of an alleyway identified as Alley 2B from an unopened portion of Factory Street to unopened Silk Alley as depicted on Alley 2B Vacation Plat – Exhibit A;
F. The portion of an alleyway identified as Alley 2A from an unopened portion of College Street, along lands of Hidden Meadows of Carlisle, LLC to unopened Alley 1, as depicted on Alley 2A Vacation Plat – Exhibit A; and
G. The portion of Factory Street from an unopened portion of Hamilton Street, along lands of Hidden Meadows of Carlisle, LLC to the corner of property commonly known and numbered as 1206 Factory Street, as depicted on Factory Street Vacation Plat – Exhibit A.
The vacation plats and the petitions requesting that streets and alleyways be vacated may be examined at no charge at the Office of the Carlisle Borough Manager, 53 West South Street, Carlisle, Pennsylvania, during regular business hours and copies of same may be obtained for a charge not greater than the cost thereof.
The Council meeting on October 13, 2022, will be conducted in person and virtually using Zoom. COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM
2021 CONSOLIDATED ANNUAL PERFORMANCE & EVALUATION REPORT
The Borough of Carlisle is required to make available for public review and comment the activities that it undertakes with its CDBG funds. To that end, the Borough has prepared its Consolidated Annual Performance & Evaluation Report (CAPER) for Program Year 2020 (July 1, 2021 - June 30, 2022). The CAPER’s purpose is to report on the Borough’s progress in achieving the goals and objectives for the CDBG Program outlined in its Five-Year Consolidated Plan, specifically during the program year that ended on June 30, 2022. The CAPER must be submitted to the U.S. Department of Housing & Urban Development on or before September 30, 2022. The Borough Council will review the 2021 CAPER and receive public comments at its Council Meeting at 7:00 p.m. on October 13, 2022. Final action on the CAPER will be taken at the regularly-scheduled Council Meeting on October 13, 2022, following the hearing.
