Strategic Plan Survey Now Open!

Strategic Planning Public Outreach Meetings Scheduled

 As part of Carlisle Borough Council’s ongoing strategic planning process, public outreach sessions will be held on Wednesday, March 22 and Thursday, March 23.

In August of 2022, Carlisle Borough Council contracted with Raftelis, a planning consultant, to facilitate a community-informed strategic planning process with the goals of encapsulating the community’s long-term mission, vision, values, goals, and strategies/outcomes. Once finalized, the strategic plan is envisioned to help guide the Borough’s activities over the next several years.

Raftelis has started the process by working directly with Council, management, and staff. In the fall, Borough employees had the opportunity to submit a confidential survey to the consultant who was seeking staff input on Borough strengths, weaknesses, opportunities, and threats as well as to gain input on potential Mission and Values statements for the Borough organization. Raftelis also met individually with Council members to discuss upcoming initiatives and their respective community perspectives.  Small focus groups and listening sessions were also held with the chairs of the Borough’s boards and commissions and the DCA, the Borough’s Main Street organization. All input was then analyzed and summarized, along with gathering existing data about the community (financial trends, demographic data, housing, business and workforce statistics, etc.) This information was then shared with Council during an all-day planning session on March 11, 2023.

The next step in the process is to involve the Carlisle community. We encourage people to attend one of three public outreach sessions to provide feedback and offer comments.

  • Wednesday, March 22, 6:00 p.m. – 7:30 p.m., Stuart Community Center, 415 Franklin Street
  • Thursday, March 23, 10:30 a.m. – Noon, Stuart Community Center, 415 Franklin Street
  • Thursday, March 23, 5:00 p.m. – 6:30 p.m., Bosler Memorial Library, 158 West High Street

“This first-ever strategic plan for Carlisle will be a guiding document for our community. Whether at the in-person sessions or online, our fellow residents’ input is vital because it will help form the building blocks of the future of our borough,” said Mayor Sean Shultz.

Individuals unable to attend an outreach meeting may share their thoughts on Engage Carlisle, the Borough’s community engagement platform. Those interested in completing the survey can visit www.carlislepa.org/engage beginning Friday, March 24.
