Smart Meters

In November 2019, the Borough of Carlisle upgraded its short-term parking meters with new smart meters from the IPS Group. In addition to coins, the new smart meters also accept credit cards. The new meters also integrate with the Passport Parking app, giving people three different payment methods! The meters are easy to use, safe, secure, and reliable, with a large screen that makes it easy to see all of the information, such as remaining time and time limits. The smart meters have a two-hour time limit.

Will I  still get the first 15 minutes free? Yes! To activate the 15 free minutes, press the green OK button on the meter.

Coin Payment: If you are paying with coins, insert them into the coin slot. The meters accept nickels, dimes, and quarters. 
The cash rates for the smart meters are:
  • $0.05/4 minutes
  • $.10/8 minutes
  • $.15/12 minutes
  • $.35/28 minutes
  • $0.75/hour
Credit Card Payment: The smart meters accept Visa and MasterCard. Credit card rates are $1.15/hour with a one-hour minimum. To pay with a credit or debit card, insert and remove your card. Next, use the + and - buttons to select the amount of time. The cost will be displayed underneath the time. Press the green OK button to complete your transaction or the red Cancel button to stop your transaction. After 35 seconds, the meter will process the payment shown on the screen if neither button is pushed.

Passport Parking:
Using the Passport Parking app remains the same on the new smart meters. You can log in, enter the zone and space number, and pay. If you have existing funds in your "wallet," they can still be used with the new smart meters. The app rates are the same as credit card rates-$1.15/hour with a one-hour minimum transaction required. As with the old meters, the time will not update on the actual meter when using the app. Enforcement officers have a handheld device that can determine if parking was paid for.
