Utility Assistance Program
The Borough of Carlisle has allocated a portion of CARES Act funding designed to aid Borough homeowners who have been impacted by COVID and have fallen into arrears on their Borough utility bills. Under federal guidelines, homeowners who qualify may receive up to three months of water, sewer, stormwater utility aid.
Several strategies have been implemented by Carlisle Borough to assist residents and businesses throughout the pandemic including among others a temporary moratorium on assessing late penalties and terminating Borough utilities for customers who have fallen in arrears. The moratorium went into effect in March 2020 and is envisioned to be lifted March 1, 2022. Under federal guidelines, homeowners who qualify may receive up to three months’ of water, sewer, stormwater utility aid.

Borough Hall will be open from 4:30 p.m. until 6:30 p.m. on Monday, December 13 and Thursday, December 16 for homeowners needing in-person assistance.
Assistance will also be available at Borough Hall from 7:30 a.m. to 9:30 a.m. on Monday, December 20 and Tuesday, December 21.
Completed applications will be reviewed by the Borough’s grant administrator, the Cumberland County Housing and Redevelopment Authority. **Past-due utility customers are strongly encouraged to contact the Borough’s Finance Department during normal business hours at 717-249-4422 to discuss entering into flexible payment terms.**
