Utility Assistance

**All Past-due utility customers are strongly encouraged to contact the Borough’s Finance Department during normal business hours at 717-249-4422 to discuss entering into flexible payment terms.**

Assistance for Renters

The Cumberland County Emergency Rental Assistance Program is currently closed to new applications pending H.U.D. allocations. Applications will reopen soon. Visit www.cchra.com for more information. 

Assistance for Homeowners


The Borough of Carlisle has allocated a portion of CARES Act funding designed to aid Borough homeowners who have been impacted by COVID and have fallen into arrears on their Borough utility bills. Under federal guidelines, homeowners who qualify may receive up to three months of utility aid.

Program Guidelines

Homeowners interested in applying for assistance may pick up an application at Borough Hall, 53 West South Street or the Stuart Community Center, 415 Franklin Street. You can also download a copy here: Utility Assistance Application.

Completed applications will be reviewed by the Borough’s grant administrator, the Cumberland County Housing and Redevelopment Authority.
