Utility Assistance

**Property owners are strongly encouraged to contact the Borough’s Finance Department during normal business hours at 717-249-4422 if they are interested in making flexible payment terms for themselves or tenants.**

Assistance for Renters

This program is designed to provide up to three months of public utility assistance (water, sewer, trash, and stormwater) to low-to-moderate-income renters. Eligible applicants must be renters living in Carlisle, PA with a household income at or below 80% of Area Median Income (AMI) and have lost household income as a result of COVID-19.

Assistance for Homeowners


The Borough of Carlisle has allocated a portion of CARES Act funding designed to aid Borough homeowners who have been impacted by COVID and have fallen into arrears on their Borough utility bills. Under federal guidelines, homeowners who qualify may receive up to three months of utility aid.

Homeowners interested in applying for assistance may pick up an application at Borough Hall, 53 West South Street or the Stuart Community Center, 415 Franklin Street. You can also download a copy here: Utility Assistance Application
