Filing a Complaint

If you believe that you have been discriminated against in violation of the Borough of Carlisle Human Relations Ordinance, you may file a complaint in person at the Office of the Borough Manager, 53 West South St., Carlisle, PA 17013, or by mailing it to the attention of the Borough Manager or the Human Relations Commission member designated to handle intake.

The complaint may be made on the Carlisle HRC Complaint Form, available online or at the Borough Manager’s Office, or in writing with all information required under the Ordinance.

All complaints must be received by the Carlisle Human Relations Commission within 180 days of the last act giving rise to the complaint. Within 10 days of the Borough Manager’s receipt of the complaint, the Borough Manager must transmit it to the Commissioner’s Chairperson.

The Designated Commission Member will conduct an intake meeting with the person making the complaint.

The Commission sends notice to the complainant that the complaint  has been accepted and processed, along with the option for mediation. The notice may include the right to file a complaint with the Pennsylvania Human Relations Commission, the Federal EEOC or HUD, if applicable.

Answering a Complaint

Within 30 days of receipt of the complaint to the Commission, the Carlisle Human Relations Commission will send a copy of the complaint to the person(s) charged with unlawful practice along with a copy of the Ordinance and notice of the option of mediation.

The respondent must file a written and signed answer to the complaint within 30 days of receiving a copy of the complaint.

Voluntary Mediation

The parties may choose resolution of the complaint by voluntary mediation no later than 30 days after the respondent’s answer is filed.
