4.TIGER

The TIGER project earned its name because of the type of federal grant that is helping fund it: Transportation Investment Generating Economic Recovery.

The TIGER Project includes improvements to Fairground Avenue north of the railroad tracks and B Street improvements from Carlisle Springs Road north to College Street. The project features a 3-point roundabout at B Street & Fairground Avenue; a 4-point roundabout at B Street & North College Street; a paved, mixed-use trail adjacent to Fairground Avenue; sidewalk, drainage, and sign upgrades; and various streetscape enhancements including improved sidewalks, pavers, decorative lighting, landscaping, stormwater management features, benches, and bike racks.

Construction Updates
**The TIGER Project is complete!**

UPDATE 11/21/22
The roundabout at North College and B Street is complete and open to traffic!

UPDATE 10/14/22
Base paving on portions of North College Street and B Street will begin on Monday, October 17. The sections that have been closed to traffic since the summer will be paved. Work should take about five days, weather permitting. There is still more construction to be completed on the roundabout, so the roads will remain closed after paving.

In addition, work will begin on Monday at the intersection of Factory and B Streets. The intersection will be closed to thru traffic while being reconstructed. It is expected to reopen by the end of next week.
 
UPDATE 07/11/2022
Beginning July 25, North College Street just north of A Street to just south of C Street, and B Street from the North College Street intersection to Ash Avenue will be closed for construction.

Construction includes water main replacement, stormwater management facilities installation (stormwater piping, stormwater inlets, and rain gardens), curb and sidewalk construction, and construction of the 4-point roundabout at B Street and North College Street.

The closure will be in place until all construction is completed. Currently, the tentative schedule is to have all construction completed by mid to late December. A detour will be in place, directing drivers to use A Street, Franklin Street, and C Street to navigate the construction area.

UPDATE
06/06/2022
The paving on B Street from Factory Street to Fairground Avenue is pretty much complete and all intersections along the route are fully open! All that is left to pave is the intersection of Factory and B Street. That will be done once the new section of B Street from Factory to North College is complete later this fall.

UPDATE 05/06/2022
Beginning Monday, May 9, portions of Fairground Avenue and B Street will be closed to thru traffic while crews work on finishing the roundabout in the area.
Fairground Avenue from A Street to B Street and B Street from Fairground Avenue to North Pitt Street will be closed to thru traffic until approximately May 26. During this time, drivers will need to exit Fairground Avenue at A Street.

Fairground Avenue between A Street and B Street is now a two-way street, so Fairground Avenue residents between A Street and B Street can still travel south along Fairground Avenue to access A Street.

UPDATE 03/14/2022 
Weather permitting, construction on the TIGER Project portion of the Carlisle Connectivity Project will resume on Monday, March 21, 2022. Construction was paused due to winter weather.

Crews will be working on the rain gardens on the north side of B Street west of Factory. Work will also be starting on the roundabout at Fairground Avenue and B Street.

UPDATE 11/30/31
The initial paving is complete and the intersection of B Street and West Street has been reopened.

The contractor has only installed the base course paving at this point. They will complete final wearing course pavement of B Street next spring, raising the final road surface about 1.5 to 2 inches above the current surface. There will be a dip in the surface of West Street both north and south of the intersection with B Street at the pavement junction until the final paving is completed in the spring.

UPDATE 11/17/21
The intersection of North West Street and B Street will be closed beginning Thursday, November 18 as crews prepare to repave B Street. Traffic on North West Street will be diverted to Factory Street. The intersection will remain closed until paving is completed.

B Street between Factory Street and North Pitt will also remain closed until paving is completed. The new sidewalks on both sides of B Street are completed available and open to pedestrian travel.

Residents on B Street should place their Borough trash bags and recycling bins in front of their homes next week and the contractor will move them to an intersection so they can be collected.

UPDATE 11/12/21
Reconstruction of the road surface on B Street is tentatively scheduled to begin this week and run through November 24.

During this period, B Street from Factory to Pitt will be closed to parking and vehicle traffic. The sidewalks will remain open.

UPDATE 06/28/2021
Paving on Fairground Avenue is now tentatively scheduled to begin on July 12.

UPDATE 06/16/21

The paving of Fairground Avenue is tentatively scheduled to begin on July 5. The street should reopen to local traffic after the paving is completed later that week.

We've compiled a list of frequently asked questions on the temporary closure of Fairground Avenue.

UPDATE 05/04/21
Beginning Tuesday, May 11, Rogele, the Borough's contractor for the TIGER project will be temporarily closing Fairground Avenue to thru traffic north of the railroad tracks. The closure is expected to last approximately four to six weeks, weather permitting. Signage will be going up around the area.

UPDATE 03/31/2021
Rogele restarted work on the TIGER Project on March 29. They intend to resume work along Fairground Avenue from the railroad tracks north to B Street and continue working in this area until all items are completed. Once the Fairground Avenue work is completed, Rogele will then move to work along B Street.

UPDATE
12/22/2020
Construction on the TIGER Project has temporarily stopped due to weather conditions until the new year. In the beginning of January, Rogele will evaluate the conditions and determine what, if any, work they can complete on the project until warmer weather arrives.

UPDATE 10/20/2020
The Borough's contractor is still waiting for CenturyLink to move utility poles out of the way of construction before they can complete their work on B Street between North West Street and North Pitt Street. In the interim, the Borough's contractor will be applying a layer of temporary paving on the road and sidewalk areas for the winter until CenturyLink completes their work. Once CenturyLink is able to move its utility poles, the Borough's contractor will work to complete the final curb, sidewalk, and road paving. 

UPDATE 09/03/2020
Letters were recently sent to residents along Fairground Avenue informing them that water main replacement will be starting this month. The work requires the temporary closure of portions of Fairground Avenue while construction crews are present. The contractor will be posting No Parking signs along the affected blocks before work begins.

UPDATE 07/06/2020

Crews are finishing up the water main replacement from the intersection of B and West Streets east to Fairground Avenue.

Once that wraps up, they will begin stormwater, curbing, and street work on B Street between Factory and North West Streets. You may have seen signage in the area indicating that stretch will be closed beginning today, July 6. The actual closure will occur later this week, once crews receive delivery of piping.

UPDATE 06/24/2020
Rogele, Inc. is tentatively planning on beginning stormwater, curbing, and street work on B Street between Factory and North West on or around Monday, July 6. Their traffic control subcontractor will have signs posted in the next week for the planned closure.


**The TIGER Project is set to resume construction activities the week of June 15.**
In advance of the TIGER Project, the Borough's Water Resources Field Operations crew will be digging up and replacing sections of sanitary sewer main on B Street between Pitt and West Streets. Crews will need to temporarily close sections of B Street as they work. The work is expected to be completed by Friday, June 12.

Beginning Monday, June 15, Rogele, Inc., the Borough's contractor for the TIGER Projet, will start water main replacement work at the intersection of West and B Streets. They will work Monday through Friday from approximately 7:00 AM until 3:30 PM. "No Parking" signs will go up before the work begins.
