Stormwater Utility

The Borough of Carlisle adopted ordinance 2315 in November of 2018, creating a stormwater management utility and associated fee for property owners in the Borough. The stormwater utility fee provides a dedicated funding source for stormwater management services. Previously, the Borough used general tax revenue for this purpose. Funds raised by the fee will go toward operation and maintenance of public stormwater infrastructure, stormwater quality initiatives, compliance with our stormwater permit, and our stormwater rehabilitation and improvement program to reduce flooding.

The stormwater fee is assessed to property owners as a separate line item on their water and sewer bill. The Stormwater Utility Fee is based on a property's impervious area that significantly impedes or prevents stormwater from soaking into the ground.

Stormwater Rates
Single-Family Residential
  • Tier 1:
    • $10.50 Per Quarter
    • up to 1,800 square feet of impervious area
  • Tier 2:
    • $21.00 per quarter
    • more than 1,800 and up to 3,600 square feet of impervious area
  • Tier 3:
    • $31.50 per quarter
    • more than 3,600 square feet of impervious area
Non Single-Family Residential
  • Based on measured impervious area
  • $21 per quarter per 2,410 square feet or part thereof


Stormwater Credit Program
Chapter 220-7 of the Ordinance provides for a stormwater service charge and Chapter 220-11 of the Ordinance provides credits for property owners who effectively manage their stormwater to reduce its impacts on the Borough’s stormwater system. This Manual provides the Borough of Carlisle’s Stormwater Management Utility customers with details on the credits available to reduce their monthly Stormwater Management Service Charge. The Borough provides credits as a means for customers to reduce the amount of their monthly service charge by implementing an activity to reduce the contribution of stormwater and pollutants to the Borough’s Stormwater Management System.
