At the March Borough Council Workshop meeting, Dickinson College students will present the results of their greenhouse gas emissions study. The Pennsylvania Department of Environmental Protection began a climate action assistance program for local governments. Municipalities team up with local universities to measure the area's greenhouse gas emissions. The Borough teamed with Dickinson students via their Center for Sustainability Education. The students will present their findings at Wednesday's meeting.

Borough Council will also hear a presentation about a shopsteading loan for Transformation Total Fitness. TTF is looking to expand and move downtown to 117 North Hanover Street. They are requesting a $35,000 shopsteading loan for equipment, fixtures, furnishing, inventory, supplies, and working capital. Shopsteading loans come from Community Development Block Grant (CDBG) funds. The funds are loaned to developers who have taken uninhabited or underutilized downtown structures and transformed them into downtown living and business anchors. As a condition of the shopsteading loan, the recipient must create one full-time equivalent job for every $35,000 borrowed within two years of settlements. The position(s) need to be filled by eligible low-to-moderate-income individual(s). 

Another item of interest is discussion of more LED lighting upgrades. In May of 2019, PPL replaced 379 of its high-pressure sodium street lights in the Borough with eergy-efficient LED lights. At the meeting, staff will discuss the next round of streetlight upgrades.
