Carlisle Borough Council will convene a Council Workshop Meeting on Wednesday, August 5, 2020 at 6:00 p.m.  This meeting shall be conducted both in-person and virtually using Zoom. Town Hall will be limited to 25 persons that wish to attend the meeting in person.  Those that are still practicing social distancing and would like to attend by way of Zoom, please email the Borough Secretary, Joyce Stone (jstone@carlislepa.org).  All emails must be received by Wednesday, August 5, 2020 by 4:00 pm for the Zoom sign-in registration information that is required to attend this meeting.

Persons requiring special accommodations should contact the Assistant Borough Manager at 717-240-6921, 48 hours prior to the public meeting.  Telecommunications device for the deaf (TTY) users may contact this number by using the Pennsylvania Relay System at 800-654-5894.

Prior to the Council meeting, Borough citizens may submit questions or comments by email to the Borough Secretary, Joyce Stone (jstone@carlislepa.org).  All emails must be received by 4:00 pm on August 5, 2020.

The Borough will also offer a livestream of the Workshop meeting via Facebook for interested parties. We encourage those participants who simply want to watch the meeting without participating in public comment to view it on Facebook, rather than calling into the Zoom meeting. The public comments on the Facebook stream will not be monitored during the Council Meeting.

III. Presentation:
A Dickinson College student will present the results of his research on the history of the Carlisle Borough Police Department. The posters he will share during the meeting can be viewed here. These posters will also be hung on the walls of the Police Department for officers to view and learn from.

 VI. Fireworks Prohibition on Borough Property: Borough Council may consider authorizing the Borough solicitor to draft and advertise an ordinance that would prohibit the use of fireworks on all Borough-owned property, including streets, sidewalks, parks, and Borough buildings. Adoption of such an ordinance would allow the Borough to fine violators up to $1,000.  While this ordinance will not address the use of fireworks on private property, it will eliminate the use of fireworks on property owned by Carlisle Borough.  In the meantime, in anticipation of Labor Day, staff will post “No Fireworks Zone” signs in the parks where there has been consistent fireworks activity in the past.  These parks include Mooreland Athletic Area, Heberlig-Palmer Park, and Memorial Park. 

At the July Council Meeting, Borough Council, endorsed sending correspondence to our local legislators requesting their support to repeal or amend Act 43, the state fireworks law that was signed in October of 2017. Changes to the law can help keep Carlisle Borough and our surrounding communities safe from consumer-grade fireworks that put our neighborhoods in danger. Read more.

VII. A. Climate Action Plan Memorandum of Understanding with Widener University: The Borough will execute a Memorandum of Understanding with the Widener University Commonwealth Law School Environmental Law & Sustainability Center. With this partnership, Widener will assist the Borough with ordinances and other documents that may be necessary for the Borough's Climate Action Plan.

IX. Walnut Bottom/Wilson Street Intersection Parking Modifications:  Borough staff will recommend Borough Council consider adopting an ordinance establishing a no parking zone on the north side of Walnut Bottom Road for a distance of 300 feet east of Wilson Street to provide adequate sight distance at the intersection.
