Carlisle Borough Council will convene a Council Meeting on Thursday, June 9, 2022, at 7:00 PM.  This meeting will be conducted in person at 53 West South Street, Carlisle and virtually using Zoom.  If you wish to participate via Zoom, you must use this link to register in advance in order to receive the meeting sign-in information: https://us06web.zoom.us/webinar/register/WN_s6CIYB0GQqe6TQ6kakrqnQ.   • At the June Council meeting, the Carlisle Police Department will recognize its recently promoted officers, while the Carlisle Fire Department will be presenting unit citation awards.

  • During the meeting, Borough Council may appoint two new volunteers to our Boards and Commissions. Serving on a board or commission is a great way to gen involved in your local government! Check for openings here.

  • Council may approve a new date for the Amani Festival, which was rained out last month. The multicultural street fair is now scheduled to take place on Saturday, July 9. Their Special Events Application, Street Closure Request, and lifting of the Sidewalk Ordinance will be voted on by Council in the Consent Agenda.

  • Borough Council may also approve an engineering services contract with Dawood Engineering to provide planning and design services for the Borough's North Bedford Street Improvement Project. This contract will be for work on the intersection of North Bedford, East Penn, and Kerrs Avenue. 

    That intersection presents a challenge for motorists, pedestrians, and bicyclists. North Bedford widens at the intersection from 34 to 38 feet, switches from one travel lane to two, and is offset by about 10 feet as the direction of travel changes from southwest to south. Kerrs Avenue merges with East Penn just west of the intersection and East Penn continues as a one-way street east of the intersection. Intersection of N Bedford, E Penn, KerrsAll three of the roads are one-way streets heading into the intersection as well. Residents using on-street parking south of the intersection have complained of cars getting hit by vehicles rounding the bend and speeding to make the light at the intersection of North and Bedford Streets.

    The initial suggestion is that of a realignment of the intersection, as well as the installation of stormwater management features. Bedford and Penn Street Intersection ImprovementsDawood will evaluate the intersection, prepare conceptual drawings of intersection improvements and traffic calming measures, as well as assist in public outreach efforts before preparing final design drawings and specifications. 

    North Bedford Street Improvement Project Background: In September of 2020, Council and staff discussed the concerns of residents in the N. Bedford and N. East Street corridors regarding speeding and damage to parked vehicles. Staff presented several ideas for traffic calming measures, including reducing the number of traveling lanes, adding a bicycle lane, and changing from parallel to angled street parking. Public outreach about these methods was conducted, including neighborhood meetings and a survey on our citizen engagement platform, Engage Carlisle.
