Carlisle, PA

We are proud to announce that Carlisle Borough has earned a 100 on the Human Rights Campaign's 2023 Municipal Equality Index! In 2022, we scored an 86. The Index examines how inclusive municipal laws, policies, and services are for LGBTQ+ people who live and work there.
 
Several factors helped us improve our score in 2023, including transgender-inclusive healthcare benefits, adding non-discrimination language to all bid documents, internal DEI training programs, and our support of organizations providing services to LQBTQ+ individuals, including youth and older adults.
